Europe experienced widespread relief on Monday, as the crisis sparked by the introduction of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been stabilised. A American diplomat spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: a renewed assault of rocket attacks on Kyiv.
The Cycle of Negotiation and Warfare
The chain of opposing developments captured the harsh reality of the current period. By day, negotiation efforts are fought: hopeful statements are delivered from various governments. Immense energy is allocated on managing certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, war remains the key method for achieving "resolution".
Nocturnal Warfare
As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor projectile deployments from across the border, a capability afforded by timely intelligence. From witness perspectives, Ukrainian air force fighter jets that had been deployed to engage hostile guided weapons roared overhead – sophisticated military planes delivered to Ukraine by NATO members.
Moments later, Kyiv's missile defense thundered: several firings targeted at a hostile projectile. This was a sophisticated defense system at work, probably provided by partner states. Every firing creates sudden vibrations, causing tremors. The moment of terror quickly gives way to resigned acknowledgment: possibly the incoming missile won't strike its target this time, preventing destruction from ruin and additional electricity failures.
Ongoing Risks
Soon after, a heavy machine gun engaged a unmanned aircraft in the vicinity, part of a mobile-fire group – probably allied-provided weaponry. Sadly, the projectiles didn't strike the hostile drone – it maintained course toward its objective.
With pauses, this continued until dawn. Kyiv faced the morning news: seven people killed, damage and heating outages in numerous residences as a result of the night's assault. As always, everyone still went about their day – living the war. But those 24 hours encapsulated Ukraine's essential dependence on external assistance – a need that regional partners are demonstrably unable to replace in the immediate future.
Ineffective Peace Efforts
The 28-point plan from US administration provoked deep reactions, discussion and deep concern – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after prior negotiation attempts and bilateral conferences.
Every new initiative from American administration adheres to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually win the battle. This cycle will, no doubt, endure.
Tactical Assessments
It is convenient to criticize certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. US administration works based on a assumption well known to experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The American government presumes that it is unfeasible to force Russia to abandon the areas that it already controls in Ukraine's southern or eastern regions.
The challenge is that while acknowledging this situation, Washington does little to prevent Kremlin actions, through diplomacy or military means, from assuming that the current condition will not evolve additionally in its advantage in the months ahead.
Conflicting Perspectives
Therefore, Moscow is convinced that duration works to their advantage – that Ukraine and its allies are approaching exhaustion. Their motivation to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be many attempts to end hostilities, but they will continue as long as Russia's government remains completely certain in the result.
On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing lives and land but preventing a complete military breakdown until conditions improve in its favour.
Existing Situation
Objectively, there are no genuine requirements for a armistice. Now, subjective factors are coming into play: personal goals to negotiate peace and achieve global acclaim, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any initiative Kyiv finds unworkable, so that their focus does not shift toward domestic problems. And although their mission will now be significantly challenging after current events, it remains quite doubtful that this will modify their basic position.
These conflicting dynamics are influencing discussions.
Assessment and Future
It took a mere seven days to eliminate the 28 points of the latest plan. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, current information leaks, all served their function.
While new plans based on old ideas are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and show specific hesitation to alter the situation, if they maintain solidarity and enhance their military capacity at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the coming months, largely rely on ongoing international assistance.
